I. Call to Order:
The meeting was held in Sinton at the BackStreet Caf้. President Bob Blaschke
called the meeting to order at 11:45 a.m.
II. Organizational Issues: Bob said there were no organizational issues to discuss right now.
III. Financial Report: Ski said there is $44,554.14 in the checking account. Bob asked for a motion to approve the May meeting minutes and financial report. Rick McLester made the motion to approve the meeting minutes and the financial report and it was 2nd by Rickey McLester Jr.
IV. Subcommittee Updates:
1. Communications Leroy Moody said he has nothing new to report.
2. Exercise Design Rickey McLester Jr. said the drill turned out very
well and he thanked the Sheriffs staff and the use of their communications
trailer. He will do a full presentation on the drill at the next meeting. The
radio communications were tested and all went well. The Mathis PD was able to
contact Refugio PD and then Rockport PD. All three jurisdictions were talking as
clear as if they were standing in front of each other. They found out they could
not talk to Public Works and schools and they also had a problem with radio
names on channels. So there are a few kinks they need to work out.
3. Hazard Analysis & Vulnerability Rick McLester did not report.
4. Health & Medical Delores said the RAC will be doing a 2 day
CBRNE training for first responders soon.
5. Public Information & Awareness Bob Blaschke said the Shelter
in Place program has been pretty stagnate this past year, partly due to Brandon
Luttrell being very busy with his job. Delores Bacon said the Health Department
nurses will be doing training for school nurses in September and maybe the
Shelter in Place program could come and talk to them about what they do. Bob
said it would be a good idea and they should invite Aransas and Refugio school
nurses as well.
6. Resource & Funding Fred Nardini said Koch Pipeline
and Flint Hills Resource made a $2,500.00 contribution to the LEPC on July 7th.
The finances are looking very good right now.
7. Training Ski said there is nothing new to report
on training. As far as response wise, he has been called out to a lot of
pipeline leaks, 18 wheeler accidents, spills, etc. He is responding to at least
two to three pipeline incidents a week. A lot has to do with the extreme heat.
He said the new Chinese Plant TPCO should be breaking ground soon and they have
expressed an interest to attend the LEPC meetings and he hopes they will become
financial contributors. Bob said we have a tropical storm in the gulf and need
to monitor it closely. He asked if any of the EMCs have activated their EOCs.
Ski, Rick and Stan all replied and said no. Rickey McLester Jr. said there was
some concern about the big tree on Goose Island not having enough water. So
Rockport volunteer fire fighters took 11,000 gallons of water to simulate half
an inch of rainfall to save the tree. Ski said he has been talking with Dan
Gibson from the Taft Volunteer Fire Department and they need financial help
updating their pagers and radios. He asked if the LEPC could help and they would
need at least $4,800.00. Bob asked if there was a motion to help them
financially. Rick McLester made a motion for the LEPC to make a $4,800.00
contribution to the Taft Volunteer Fire Department to purchase new pagers and it
was 2nd by Delores Bacon and the motion passed. Ski said they need to discuss
problems with the Reverse 911 System. Bob said they can have a special meeting
for that sometimes in August
V. Adjourn: With no further business Bob Blaschke adjourned the meeting at 12:32 p.m.
